another horny idea
a big city thats 3000 years old so it gets a lot of special treatment. its famous for being a city of education throughout history to the point that the entire city center is a campus. everyone goes to the same single school, from preschool age to university. even though its part of the modern world now and looks like a normal big city and has neighbor cities right up against it, this one city has its own culture and is allowed to set its own laws, and it has the money to keep it that way no matter how much opposition they facethey face a lot of opposition... because they have a law as old as the city is that the rest of the world finds disgusting... students are exempt from modesty and decency standards. its not uncommon to see kids and teens commute to school in nothing but socks and shoes. its also not uncommon to see them relieve themselves wherever they want, even in a crowd. its totally normal in this city to see students masturbating in the middle of class, and the teachers even encourage it because they found those kids got better grades...
but what really gets the rest of the world the most upset is the sex. students have so much sex, anytime and anywhere... and because theres just one school for everyone, that means there are a lot of big age gaps that are totally acceptable by the city law and culture... sure, its mostly grades 6 to 12 doing it, and mostly with their peers, but it isnt that uncommon to see second graders joining in, or university students... sometimes you might even see a university student and a second grader doing it on the train, and nobody bats an eye as long as the older student is wearing their student id lanyard...
teachers dont enjoy the same exemption... but a lot goes on behind closed doors... there have been many cases of teachers getting caught with the students and facing the same legal punishments they would in the rest of the world, even when the kids were happy and consenting... but there have also been many cases of teachers winning their cases by claiming the students were just using their bodies for relief, which the law does allow... which is why when a naked little girl climbs onto you and starts humping your leg in the park, you should just let it happen, you will only get in trouble if you do something to her yourself
